Seattle's mayor takes a coordinated homelessness pilot citywide
Seattle Mayor Katie Wilson said on 21 October 2026 that she will extend a homelessness strategy tested in Pioneer Square to the whole city. City and community partners share lists of named unsheltered people, prioritise those with high needs and a high impact on public space, and track whether shelter and housing placements hold. Encampment removals continue alongside outreach. During the World Cup period, 70 of 80 people in the pilot moved into shelter or housing; 77 percent had addiction or mental illness. Wilson set no numeric target. Scaling up depends on a proposed USD 37 million shelter expansion in her budget, which the council must approve.
The model pairs enforcement with a guaranteed offer and judges success by retention, an approach now shared across political lines in several US cities. The pilot sample is small and short. The open question is whether results hold citywide before the next point-in-time count in early 2028.
