Onward + CPS: "Fixing London Housing" — 1.85m homes without new legislation
United KingdomWestern EuropeOn the globe
A joint Onward/Centre for Policy Studies report (forewords by James Cleverly and Reform's London mayoral candidate) finds construction started on just 4,170 London homes in 2024/25 while population grew ~100,000, and claims up to 1.85m additional homes are deliverable with existing legal powers via two new Development Corporations, expanded homeowner rights and deregulation.
An explicit Tory-Reform bridging document arguing the powers already exist and the will doesn't — directly on-beat, and a test of whether a shared housing agenda can anchor centre-right cooperation in London.
