Spain's PP presents a one-million-homes plan with 90-day deemed approval for building permits
Alberto Núñez Feijóo, leader of Spain's opposition Partido Popular, presented a housing plan at an event in Madrid on 15 September 2026. He pledged up to one million homes over the next parliament. Building applications left unanswered for 90 days would count as approved. Buyers under 40 would get public guarantees to borrow 95 to 100 percent of a home's price. The plan adds a new land law, an anti-squatting law and tax cuts for young buyers. These are opposition pledges.
Deemed approval reverses the default in permitting: if the authority stays silent, the applicant may build. It puts a clock on planning offices without changing what they may approve. The open questions are whether it speeds construction or moves disputes to later legal challenges, and whether high-ratio guarantees raise ownership or mainly lift prices.
