El Puerto de Santa María makes over 53 million euros available for housing, roads and other infrastructure
The council of El Puerto de Santa María, in Spain's Cádiz province, approved on 2 October 2026 a modification to its 2026 budget that makes more than 53 million euros available for projects. The largest itemised lines are 13 million euros for public roads and 10.47 million euros for the municipal company Avanza El Puerto to develop protected housing for sale and rent. Mayor Germán Beardo credited a clean-up of the council's finances and said that "behind every budget line there is an action". The vote provides budget cover. Spending comes later.
The case shows a route open to councils with fiscal headroom: channelling money through their own housing company. The design question is delivery capacity, since the company must turn budget cover into finished homes. The open question is how much of the money is spent on time.
