Norway appoints a committee on national "land-use neutrality"

NorwayNorthern EuropeOn the globe

Norway appointed a ten-member expert committee, chaired by a business economist rather than an environmentalist, to assess whether development consuming natural land should be offset by restoring degraded ecosystems elsewhere. More than 80 municipalities have already adopted land-use neutrality targets voluntarily, ahead of the state; renewable energy, grids, defence and digital infrastructure are pre-emptively carved out.

The Norwegian cousin of Biodiversity Net Gain and nutrient neutrality, but designed deliberately and slowly with an explicit cost-benefit mandate and strategic carve-outs from day one — a live example of trying to get the sequencing right before legislating.
